Hoosegow is a prison run by Kanagawa Productions. Its inmates are closely watched, filmed, and televised for the benefit of the Kanagawa Family. Cecil Kanagawa owns the footage, though it is implied and "hypothetically" confirmed by Min Kanagawa that she is the one who truly has control over it.
According to Juno interior is grey, "because that is what some entertainment exec floating over Uptown thinks a prison looks like" (Juno Steel and the Prince of Mars (Part 2)).
