The Last of the D'Arcs is first heard by Juno and Alessandra as a mysterious, static-y voice in the walls, urging them to leave. When the voice finally breaks through the static, they reveal that the Free Dome was never completed, and that the radiation had been making Erin and Marshall see things.
Although they initially attempted to break through in earlier recordings, only the last message was able to be rewritten. In order to ensure that no one would be hurt by this empty promise again, they installed a protocol to shut everything down relating to the Free Dome.
